The new Hull Local Plan will guide development and investment in the city.

As part of this, the Council has launched a call for sites. A call for sites is an early part of preparing a new Local Plan to gather information to help us understand what land is available in the city to meet future needs.

Information provided will form part of the evidence base for the new Hull Local Plan. It will help the council assess the city’s potential land supply and help when developing sustainable spatial options and strategies for growth.

This is an opportunity to ask stakeholders, including developers, landowners, housebuilders, public bodies and private individuals, to propose land they think is appropriate for development in preparing the new Local Plan.

Sites can be submitted for development on a range of uses. including but not limited to -

  • Housing - land that could provide new homes, market housing / affordable housing, self-build plots, specialist accommodation (e.g. older persons’ housing, student housing, supported types of living, Traveller provision)
  • Employment (Class E Commercial, Business, retail, Service, B2 General Industrial and B8 Storage or Distribution) - land suitable for business, industrial, office, warehousing, or logistics development, including expansion of existing premises or new employment areas
  • Mixed-use - land that could support a combination of uses, including housing, employment, retail, leisure, etc
  • Retail
  • Education, health, cultural, leisure or community use
  • Infrastructure projects, energy/power projects (inc. renewable energy generation, etc.), flood management, Green and blue infrastructure, highways, etc
  • Biodiversity net gain provision
  • Other uses - land that could contribute to Local Plan priorities

You can put forward sites within the Hull City Council boundary, including -

  • Previously developed land and/or buildings, commonly known as brownfield land
  • Greenfield land with potential for future development
  • Vacant or underused sites
  • Sites that have the potential to be improved, intensified or changed

How will we use the information submitted

Information related to the site location, the area and development intentions will need to be placed on public record. Your personal details will not be disclosed, but may be used to contact you about your submission. We can confirm that we will hold your data in accordance with data protection principles.

How to submit

Please complete this online Call for Sites submission form for each site you wish to promote. Provide as much information as possible about ownership, location, current use, and proposed use, and include any supporting evidence you may have.

All site submissions must complete the digital boundary section of the call for sites.

Further information, including any additional digital site plans such as where there is multiple ownership or any other information, can be emailed to Localplan@hullcc.gov.uk

Deadline and next steps

The Call for Sites will be open until 25th August 2026, after which all sites will be reviewed. Additional information may be requested of those submitting sites.

All sites submitted, along with several existing known sites, will be assessed against a future Site Assessment Methodology. This will consider site availability, suitability and achievability.

Assessment will consider, for example, flood risk, a range of constraints, access, infrastructure capacity, and a site's potential contribution to sustainable development.

Following the conclusion of the site assessment, we will consult on a site selection methodology as part of the preparation of the new Local Plan in early 2026. Not all submitted sites will be taken forward into the Local Plan, but all submissions will be considered and recorded.

Sites proposed within the call for sites may not be endorsed by the Council. They are part of the process of evidence gathering for the new Local Plan. The call for sites will help identify a range of potential sites for further consideration. Where a site has not been submitted by the landowner, we will potentially need to contact the landowner to check whether the site is available for development, allocation or designation. A site submitted to the call for sites or submitted within any stage of new Local Plan production does not mean that it is suitable for development or that we think it will be required to meet the plan's identified needs.
