Everyone in Hull must have a safe, comfortable and affordable home. Access to good quality housing is one of the most important factors affecting quality of life and is a key determinant for health and wellbeing.

What Are Our Key Challenges and Priorities

  • Meeting Housing Needs - Hull must build 993 new homes per year to meet demand. We need a mix of sizes, types, and tenures to support different groups, from families to older people
  • More Affordable Homes - Many residents struggle with housing costs. The Local Plan will help deliver more affordable and social housing, including rental properties and community-led housing
  • Finding Land for Housing - With limited space, we must carefully plan where new homes can be built while balancing other city priorities
  • Houses in Multiple Occupation (HMOs) - Shared housing provides affordable homes for students, young professionals, and lower-income residents. However, too many in one area can impact community balance, parking, and waste management

The Local Plan can help by

  • Allocating Land for Housing - Identify sustainable locations that can support high-quality, higher- density housing to meet housing targets and provide a mix of home types
  • Delivering Affordable Homes - Setting policies to increase affordable and social housing options, including community-led models
  • Planning for Specialist Housing - Identifying suitable sites to meet the needs of diverse population groups
  • Managing HMOs - Establishing policies to balance their benefits with potential community impacts
