What Are Our Key Challenges and Priorities

  • Beyond Shopping - Online retail and store closures have reshaped our town centres. They must evolve to offer leisure, culture, community spaces, and a vibrant evening economy
  • Supporting All Centres - From the City Centre to District Centres (Hessle Road, Holderness Road, North Point, Kingswood), to Local, and Neighbourhood Centres, we need tailored approaches to keep them active and accessible
  • More Flexibility - Government policy now allows easier repurposing of shops and spaces without planning permission, helping centres adapt to new uses
  • Regenerating Communities - Stronger town centres mean stronger neighbourhoods. The Local Plan will support local businesses, essential services, and community hubs to keep them at the heart of daily life

  • Encouraging new uses for empty spaces, such as workspaces, homes, and entertainment
  • Supporting community-led regeneration to bring life back to struggling centres
