Georgian New Town Conservation Area survey

Introduction


Princes Avenue Conservation Area was adopted by Hull City Council in 1994 and provides heritage protection for the privately developed Victorian residential suburb, and later commercial street, of Princes Avenue. The Council are in the process of reviewing its Conservation Areas, with Princes Avenue being the twelfth area to have been reviewed and subject to public consultation.

For Princes Avenue the following proposals are being subject to public consultation:

  • the adoption of a new and updated Conservation Area Character Appraisal and Management Plan
  • adoption of an Article 4 Direction


Following public consultation relevant amendments will be undertaken to the proposed boundary changes and management documents, and they will be returned to Committee and Cabinet for formal adoption.

Proposal one - The adoption of a Conservation Area Character Appraisal and Management Plan 


The Character Appraisal


To inform on the special interests and reasons why an area is designated as a Conservation Area, a Council can adopt a Character Appraisal document. A Character Appraisal will include information such as a definition of the special interest of the Conservation Area, will explain the character of its built and natural environment, and will identify key elements such as buildings, open spaces and views.

The Management Plan


A Management Plan provides guidance on how development should take place within the Conservation Area and guidance on what features should be retained and how elements such as advertising should be introduced. It can also identify positive and negative trends within a Conservation Area and propose management tools for reversing or promoting such trends.

Proposal two - The adoption of an Article 4 Direction


Proposals are being made for the adoption an Article 4 impacting upon alterations to front facing windows, doors and lobbies. This will mean that any works of alteration to these features may require planning permission.
