There are two underpasses on the Ings Estate -
Middlesex Road
Bellfield Road (near Savoy Road)
Under the regeneration plans for new housing, both need to be filled in.
What this means
A small number of trees would also be removed as part of the infilling process to clear the way for the new homes. These trees will be replaced in line with council policy, and the infilling of the underpasses would enable improvements to the existing footpath.
Background
The underpasses were built as part of the original council housing development in the 1960s. They linked housing on one side of Bellfield Road with the Ings shopping and services centre on the other. Following regeneration of the area, they are now unused and have become a focus for anti-social behaviour.
The Area Action Plan, developed in 2011 in consultation with the community, included filling in the underpasses to provide more land for new housing. We have now reached this stage of the regeneration, and our partners, Lovell, are developing plans for the sites. These plans will include filling in the underpasses, unless there is strong community opposition.
The closing date for responses is 31 December 2026.
