Spring Bank Regeneration Plan Project
Between April and September 2023 Hull City Council and Seven Architecture led on a project to prepare new management documents for the Spring Bank Conservation Area. This first stage of the Project included undertaking public consultation and surveying the Conservation Area. A wide range of feedback was received during the consultation which has fed into the preparation of the following documents -
- Conservation Area Character Appraisal - A character appraisal identifies the special interest of the Conservation Area and assesses its built and natural environment. It identifies key elements such as views and open spaces and can identify the positive and negative aspects of the area. It contains management guidance for the development of the Conservation Area.
- Shop Front Design Guide - The Design Guide identifies the retained elements of shop fronts of special interest within the Conservation Area and how they can be used to influence a restoration of the area. It provides guidance on how new shop fronts and advertising should be introduced into the area so that its character is enhanced.
- Masterplan - The Masterplan reviews the overall condition and the positive and negative values of the Conservation Area. It outlines an overall summary of how its character and usability can be improved and how these improvements can be achieved. It provides management guidance for future developments within the Conservation Area.

Before their adoption a further period of consultation is scheduled so that business owners, local residents and property owners can review their content and provide feedback.
Phase 2 - Adoption of Documents
Following the completion of the consultation period, feedback received will be used to make relevant amends to the documents before their formal adoption later this year. Following adoption, the documents will serve as a ‘material consideration’ in the planning process and will be used to influence strategic planning and regeneration within the Spring Bank Conservation Area.
Providing Feedback
Consultation will run for a period of six weeks from Monday 26 February 2024 to Sunday 7 April 2024. Feedback can be provided by -

- 7 March 2024
- Between 3pm and 7pm
- A BSL Translator will be present during the session
